Because the building remains fully occupied during the entire construction process and no more than ten classrooms can be out of service at any one time, intricate phasing and scheduling details were required and incorporated into the construction documents. Stephen Decatur High School also serves as the primary evacuation center for Ocean City and Worcester County and must be able to receive evacuees in the event of any emergency.
